Olga Balakina graduated from the ICEF master’s programme in 2011, and in May she successfully defended her PhD thesis in finance at Bocconi University, Italy. This autumn Olga continues her academic career at one of Northern Europe’s oldest universities, Lund University, Sweden. Olga spoke to the HSE news service about her memories, chocolate, and non-stop work.

On September 15, a gala event was held for the 20th anniversary of the International College of Economics and Finance (ICEF) at Pushkin Literary Museum in Moscow. In attendance were the heads of Higher School of Economics (HSE), the University of London (UoL) and London School of Economics (LSE), as well as representatives of academia and the business community, ICEF faculty and, of course, its alumni.
What is higher education for? Is it a public or private good? Who should pay? Who should decide what is taught and how? What priority should it have over other levels of education? What should be the balance of local, regional, national and international relevance? How should it react to technology-driven changes to the nature of the workforce? How should it adapt to the need for lifelong learning? This lecture examines these and other issues based on the experience of the UK.
