June 2023, the Higher School of Economics (HSE) and the United Arab Emirates University (UAEU) signed the memorandum of understanding during the Third Forum of the Federation of Rectors of Russian and Arab Universities.
The aim of the document is to start cooperation between the HSE International College of Economics and Finance (ICEF) and the UAEU College of Business and Economics (CBE) in a wide range of areas: student exchange, training, including double degree programmes, and scientific research.
This has been an important step towards increased cooperation with the rapidly developing region of the Middle East. ICEF which has vast positive experience in promoting international academic relations will be the main platform for the practical implementation of the agreement.
The United Arab Emirates University (UAEU) is a leading institution in the field of higher education and scientific research in the United Arab Emirates and in the Middle East. The UAEU aims to provide a scientific environment capable of establishing scientific research in various fields of knowledge and plays an important role as a contributor to the training of specialists in diverse areas of expertise.

The UAEU ranks as the second top university in the United Arab Emirates according to QS 2023 and holds a place among Tоp-30 schools in the QS Top 50 Under 50 2021.
The HSE is the first, and currently the only, Russian university the UAEU has started partnership relations with. Similarly, the HSE International College of Economics and Finance has been the first to start cooperation with the UAEU College of Business and Economics.
The College of Business and Economics (CBE) is one of nine colleges of UAEU. Established in 1977, CBE has grown to become one of the highest internationally ranked Colleges at the University.
